House Adopts Joint Resolution for FY 2007 Spending
On January 31, 2007 the House of Representatives adopted H.J. Res. 20, providing level or increased funding for HUD and USDA housing programs for the remainder of fiscal year 2007 (through September 30, 2007). Details are available here in the HAC News of January 31, 2007.
Full Year "Joint Resolution" Planned for FY 2007 Spending
January 18, 2007 - The new 110th Congress is now working on a year-long measure for FY 2007 appropriations that would freeze most programs at 2006 levels. More like a streamlined omnibus appropriations bill than a standard continuing resolution (CR), this "joint resolution" may include changes in some programs' funding levels. No details are yet known. No earmarks will be included. The latest CR (H.J. Res. 102), passed in December, funds 2007 federal programs through February 15.
Unconfirmed reports say the President’s FY 2008 budget, to be released February 5, will propose very large cuts for rural and urban housing programs. USDA Rural Development’s budget may be affected by a 2004 change in Section 521 Rental Assistance (RA). RA contracts issued in FY 2004 were for four years instead of five, reducing RA’s appropriation from $721 million in FY 2003 to $584 million in FY 2004. Five-year contracts from FY 2003 and four-year contracts from 2004 will all be due for renewal in FY 2008.
Democrats Call for Full Year Continuing Resolution
December 11, 2006 - Incoming Appropriations
Committee Chairmen Sen. Robert Byrd (D-West Virginia) and Rep. David
Obey (D-Wisconsin) announced December 11 that they will move to
freeze federal programs at 2006 levels for the remainder
of fiscal 2007. This step abandons attempts to complete
any of the 2007 spending bills. USDA, HUD and all other
programs except Defense and Homeland Security, where bills
have passed, would be held to 2006 levels until October 1,
the beginning of fiscal 2008.
The 109th Congress,
in one of its final acts last week, passed another continuing
resolution (H.J. Res. 102) to fund federal programs through
February 15. This and other appropriations bills are available
at http://thomas.loc.gov.
The President's proposed budget for fiscal 2008 will be

Passes Continuing Resolution to Keep Government Going
to November 17
September 29, Washington, D.C. -- Both the House and Senate have passed a continuing resolution to provide federal government funding for the beginning of fiscal year 2007, and President Bush has said he will sign the measure into law. The new fiscal year begins on October 1.
The continuing resolution, which will last until November 17, is included in H.R. 5631, the Department of Defense appropriations bill for fiscal 2007. This bill, and the Department of Homeland Security bill, are expected to be the only two of 11 appropriations bills that will be enacted before lawmakers leave Washington to campaign. Congress is expected to return for a lame duck session just after the November 7 elections.
The continuing resolution funds each program it covers -- including all HUD and USDA housing programs -- at the lowest of three figures: the FY 2006 appropriation, the amount contained in the relevant House bill, or the amount in the relevant Senate bill.
