Status of HUD Appropriations for FY 2007

The full House of Representatives and the Senate Appropriations Committee have passed both USDA (H.R. 5384) and HUD (H.R. 5576) spending bills for 2007. Details on the HUD bills are below. On June 14, the full House of Representatives approved H.R. 5576, a fiscal 2007 appropriations bill for HUD, Transportation, Treasury and other agencies. The bill contains no funds for the Rural Housing and Economic Development Program. During debate several successful floor amendments added $100 million for Section 8 vouchers, $15 million for brownfields redevelopment, $30 million for the public housing capital fund, and $30 million for HOPE VI. Other HUD programs remained at levels passed by the House Appropriations Committee on June 6.

On July 20 the Senate Appropriations Committee passed its version of H.R. 5576. Most HUD programs avoided the cuts proposed by the administration’s budget. Particularly CDBG, HOME, public housing, elderly and disabled programs, SHOP, and the HUD Rural Housing and Economic Development (RHED) program were funded at stable or increased levels above 2006 or the administration proposals. Regarding RHED, the Committee said that it “does not accept the administration’s recommendation to eliminate funding for this program. The Committee believes that the Office of Rural Housing and Economic Development plays an important role in HUD’s community development activities.”

This bill moves next to the Senate floor. A House-Senate conference committee will resolve differences in the two bills.
