HUD SuperNOFA 2007 Information


Brownfields Economic Development Initiative applications due December 24, 2007.

Units of government, primarily those that receive Community Development Block Grant funding, are eligible to apply for Brownfields Economic Development Initiative (BEDI) grants along with Section 108 loan guarantees. The program is intended to stimulate economic development by local governments and private sector parties at brownfields sites and to return those sites to productive, economic use. Funding for HOPE VI is announced on July 31, 2007, with a November 7 application deadline.

All program deadlines are extended (including those that had already passed) and some program sections of the SuperNOFA are amended in a May 11 Federal Register notice.

In its May 11 notice, HUD explains that the Logic Models posted to grants.gov included errors. Therefore it is reopening or extending all SuperNOFA funding competitions. In addition, supplementary information and corrections are made to the SuperNOFA's general section and many of the program sections. The table below shows the new deadlines and indicates which program sections are changed. Read the May 11 notice for details.

HUD recommends that all applicants who have already submitted applications should submit entirely new, revised applications using the corrected Logic Model.


The program sections of the 2007 SuperNOFA were published in the Federal Register on March 13.

SuperNOFA information, including application forms, is also available on HUD's website. However, due to the volume of visitors to the SuperNOFA pages, it may be hard to download the information. The SuperNOFA sections are available through links in the table below, but you should check HUD's site for changes and for information about webcasts and other sources of information.

Deadlines for the SuperNOFA programs are shown in the table below.

If you plan to apply for Department of Housing and Urban Development (HUD) funding in 2007, your organization must go through a registration process and submit all applications electronically.

All 2007 HUD applicants, with the exception of Continuum of Care applicants, must submit applications electronically. Before applying for funds, organizations are required to register with Grants.gov. This multi-step process can take from a few days to a few weeks to complete. All organizations are encouraged to register now to avoid delays in your application process.

HAC hosted an audio-web conference call to provide local practitioners with the information they need to successfully register and use the online application submission system that became mandatory for most HUD programs in 2005.

Grants.gov Registration Information for the 2007 SuperNOFA,
January 22, 2007

HUD strongly encourages all prospective applicants for funding under the 2007 SuperNOFA to register early with Grants.gov. Applicants that have used Grants.gov in the past must renew their registration every year.

Before applying, an applicant must first register with Grants.gov to provide and obtain certain identifying information. Registration protects both the applicant and HUD. Registration confirms that the applicant has designated an individual to submit an application on its behalf and assures HUD that it is interacting with an authorized representative of the applicant agency.

Registration with Grants.gov must be completed prior to any grant application submission and takes approximately two to four weeks.

HUD has published guides to help with the process:

Registration Brochure - For agencies that have not previously used Grants.gov to apply for funding. This brochure will walk you through the process of registering for and managing the Grants.gov registration process.

Renewing Your Grants.gov Registration (page 7) - For agencies that have previously used Grants.gov to apply for funding. Applicants are required to renew/update their information every year. If you do not renew your registration, it will expire and result in your Grants.gov application being rejected.

Finding and Applying for Grant Opportunities - This brochure will walk you through the process of finding and applying for grant opportunities.

HUD Desk Guide - HUD has also prepared a Desktop User's Guide for submitting Electronic Grant Applications. This Guide provides detailed step-by-step screen shots of the Grants.gov registration, and the Find/Apply process.


HUD Releases General Section
January 18, 2007

HUD has published the general section of its SuperNOFA, providing preliminary information about applying for fiscal year 2007 program funds. Applications for specific programs cannot be completed until SuperNOFA sections on the individual programs are published.

Applicants are strongly advised to register or renew their registration at http://www.grants.gov because HUD requires applications (except for Continuum of Care) to be submitted electronically.

The general section is available here as a PDF file or at http://www.hud.gov/offices/adm/grants/fundsavail.cfm, where you can find guidance for grants.gov registration and register to receive email notices of future announcements.
