New Congress Takes New Approach to FY 2007 Funding

Status of USDA Appropriations for FY 2007

The full House of Representatives and the Senate Appropriations Committee have passed both USDA (H.R. 5384) and HUD (H.R. 5576) spending bills for 2007. Details on the USDA bill are below. H.R. 5384, passed by the House of Representatives on May 24, funds USDA programs for FY 2007 at the same levels passed by the House Appropriations Committee on May 9. Most USDA rural housing programs would receive increases. Farm labor housing received sizeable increases of 70 percent for Section 516 grants and 31 percent for Section 514 loans. Also getting healthy boosts were Section 502 direct homeownership loans and Section 523 self-help grants. Section 515 received $100 million. A new Multifamily Housing Revitalization Program would get $29 million, including $16 million for rural housing vouchers, $3 million for preservation loans, and $9 million to continue the Section 515 preservation and revitalization demonstration.

In the Senate version of H.R. 5384, approved by the Senate Appropriations Committee on June 22, most USDA rural housing programs maintained level funding for FY 2007. In the Senate farm labor housing, Section 502 direct loans, and Section 523 self-help grants did not receive the increases provided by the House. The Senate bill provides $100 million for Section 515 loans, $335.4 million for one-year rental assistance contracts, $28 million for multifamily housing revitalization, and $6.3 million for the Rural Community Development Initiative. The Senate bill also opens farm labor housing to processing workers.

The Senate bill must next be considered by the full Senate. House-Senate conferees will have to resolve differences between the two bills. Both versions of H.R. 5384 and the accompanying reports (H.Rept. 109-463 and S.Rept. 109-266) are at http://thomas.loc.gov/home/approp/app07.html.

** Included in the Rural Housing Assistance Grants account. The House version of H.R. 5384 would provide a total of $40.6 million for RHAG, lower than the $44 million appropriated for FY 2006.
