Senate Moves Homeless Bill

The Senate Banking Committee on Sept. 19 passed S. 1518, the Community Partnership to End Homelessness Act. In reauthorizing the McKinney-Vento homeless assistance programs, the bill consolidates HUD’s three main homelessness programs (Supportive Housing Program, Shelter Plus Care, Moderate Rehabilitation/Single Room Occupancy) into a new Community Homeless Assistance Program. The bill also creates a new Rural Housing Stability Assistance Program, to replace HUD’s dormant Rural Homelessness Grant Program. Under the new more flexible requirements and a more streamlined application process, a rural community could use funds for homelessness prevention and housing stabilization, in addition to transitional housing, permanent housing, and supportive services. S. 1518 moves next to the Senate floor.
