GREEN FUND
- The Deadline for Applications has Passed!
The Housing Assistance Council
(HAC) has created a Green Building/Healthy Homes initiative
with generous support from the Home Depot Foundation.
HAC is pleased to announce the availability of Green Fund
Capacity Grants of up to $15,000 to promote the effective
use of green building technologies for the development
of affordable rural housing. Selected grant recipients
must use the awarded funds to support green building/healthy
homes techniques and practices in their housing development
activities.
This competitive program
opens May 16, 2007, with applications due July 16, 2007.
Awards will be announced in early Fall 2007.

GRANT APPLICATION UPDATE
Eligibility Update- Tribally Designated
Housing Entities (TDHEs), without 501(c)(3) status have
been included as eligible applicants for the HAC Green
Fund Capacity Building Grant. Also, ineligible organizations
are now identified as only those organizations currently
receiving direct funding from the Home Depot Foundation
(with the exception of Home Depot Foundation Award of
Excellence recipients), and previous HAC Green Fund Capacity
Grant Recipients.
Deadline Reminder -- The HAC Green Fund Capacity
Building Grant application deadline is Monday, July 16,
2007. Only those applications received by COB on the due
date will be considered for funding. HAC encourages interested
parties to contact Carolyn Branton in the Southeast Regional
office at 404-892-4824 or carolyn@ruralhome.org,
if they have questions about or experience technical difficulty
completing the application.

Question:
Who is eligible to receive this grant?
Answer: Any organization that has a 501(c)(3) tax
status is an eligible applicant for this grant.
Question:
Who is ineligible to receive this grant?
Answer: Ineligible applicants are those that are
currently receiving funding from the Home Depot Foundation,
with the exception of Home Depot Foundation Award of Excellence
recipients, previous HAC/Home Depot Foundation Green Fund
award recipients, and previous HAC/Enterprise Community
Partners Green Fund recipients.
Question:
Is a nonprofit with a 501(c)(4) IRS designation
an eligible applicant?
Answer: No. Only organizations with 501(c )(3)
tax status are eligible applicants for this grant.
Question:
What is the definition of rural?
Answer: Areas with a population less than 25,000
located outside of metropolitan statistical areas.
Question:
What is the definition of non-metro?
Answer: Areas and towns located outside a Metropolitan
Statistical Area (MSA).
Question:
Are statewide associations potential grant applicants?
Answer: Probably Not. The Green Fund is really
designed for local nonprofit builders that are doing something
in green building.
Question:
Are Habitat for Humanity affiliates eligible to applicants?
Answer: Yes. They will need to have a 501 (c)(3)
designation from the IRS.
Question:
Is the Green Fund available for home ownership or rental
housing or both?
Answer: The Green Fund is available for both home
ownership and rental projects.
Question:
Can we apply for this grant even though there isn't a
Home Depot in our service area?
Answer: Yes. You can apply for the grant even though
there isn't a Home Depot in your service area.
Question:
Would water conservation techniques fit within the definition
of "green"?
Answer: Yes. Please see page 2 of the program description.
Question:
Must the project be connected with a USDA funding program?
Answer: No. Projects do not need to be directly
connected with a USDA funding program.
Question:
Are these grants available to Section 515 Rural Rental
Housing (RRH) properties?
Answer: Yes.
Question:
Can a nonprofit or a self-help project use a Green Fund
Grant to help defray the cost of more energy efficient
buildings, furnaces and appliances in a house financed
jointly with Rural Development?
Answer: Nonprofit and/or self-help organizations
are eligible to participate in the HAC/Home Depot Foundation
Green Fund. Successful grantees, however, will need to
address at least three of the eight areas shown under
"Application Criteria." See page two of the
application.
Question:
What is green building?
Answer: Broadly defined, green building is an approach
to building or rehabilitating homes that conserves resources.
Green Building is a process that creates buildings and
supporting infrastructure that minimizes the use of resources,
reduces harmful effects on the environment, and provides
healthier indoor environments for people.
Question:
Is this money government money?
Answer: No, these funds are being provided by the
Home Depot Foundation.
Question:
Can we apply for more than one grant at the same time?
Answer: Yes, but it is highly unlikely that one
group would be approved for more than one grant.
Question:
What will HAC consider as low-income?
Answer: 80% or less of Area Median Income (AMI).
Question:
What will HAC consider as very low-income?
Answer: 50% or less of Area Median Income (AMI).
