VIII. CONCLUSION

Given all the obstacles to overcome in developing farm labor housing, the potential LH applicant may be tempted to conclude the whole idea is more trouble than it is worth.  This guide is not intended to foster that impression.  On the contrary, HAC wishes to encourage use of the LH program. 

A 1980 study by InterAmerica Research Associates for the Department of Agriculture identified a national unmet need for 756,196 units of housing, both new construction and substantial rehabilitation, for migrant farmworkers alone.  For many years the demand for LH funding has far outstripped supply, and the need dwarfs demand.  The end goal is a worthy one:  to house persons in need of assistance, persons who are part of what may well be the single most poorly housed group in our country.
