RURAL HOUSING & COMMUNITY DEVELOPMENT SERVICE, RURAL ECONOMIC & COMMUNITY DEVELOPMENT, AND FARMERS HOME ADMINISTRATION

As of fall 1994, federal housing programs targeted specifically to rural areas are administered by the U.S. Department of Agriculture through the Rural Housing and Community Development Service (at the national level) and Rural Economic and Community Development (at the state level). At the time these case studies were performed in 1992, these programs were administered by the Farmers Home Administration (FmHA). Each state FmHA/RECD office determines areas within its state whose residents are eligible for FmHA/RECD housing assistance. Generally, eligible areas consist of open country, communities with up to 10,000 residents that are rural in character, and communities with up to 20,000 residents that are rural in character and are outside MSAs.

Madison County, Tennessee

FmHA INELIGIBLE AREAS IN YORK COUNTY, MAINE

A description and map of the FmHA/RECD housing-ineligible areas in York County follow. This description of ineligible areas was obtained from the Maine state FmHA office. (January, 1993)

Cumberland County

Portland, South Portland, Westbrook, and Cape Elizabeth--All areas are ineligible.

Scarboro--From Saco/Scarboro line on Route 1, all property on Route 1 and the southeasterly side of Route 1 to the Atlantic Ocean are ineligible areas. Also, the area between Route 1 and the Maine Turnpike that lies on the northeasterly side of the Scarboro Downs Raceway to the South Portland City line is ineligible.

Falmouth and Cumberland--From the intersection of the Blackstrap Ro'a@ct and the Mountain Road, the area on the southerly side (Portland side) of said roads continuing to I-495 then south to Exit 10, then east following the Maine Turnpike-Falmouth Spur to I-95, then northerly to the Tuttle Road in Cumberland is ineligible.

Kennebec County

Augusta and Hallowell--The area west of the Cony Road to the Chelsea town line is ineligible, except the New England Road is eligible. The area west of the Churchill Road and south of the Stevens Road is ineligible. (Both sides of said roads are eligible.) The areas on both sides of Birchwood Drive, the Oakland Road, and the Leighton Road are ineligible. The area on both sides of the Old Belgrade Road to the intersection of the Bog Road is ineligible. In Hallowell the area east of Cascade Pond on the Litchfield Road, east of I-95, north and east of the Blaine Road and the Perkins Lane are ineligible.

Waterville and Oakland--The area north of the Webb Road to the intersection of I-95 overpass, then diagonally northwest to the intersection of the County Club Road and the Kennedy Memorial Drive (in Oakland), then northeast to the intersection of the Rice Rips Road and Messalonskee Stream to the Waterville/Fairfield town line.

Fairfield--The area starting at the above point on the Fairfield/Waterville town line to the intersection of the Oakland Road and the Fairfield Center Road (Route 139), then north of the Fairfield Center Road along Western Avenue (both sides of Western Ave. in ineligible) to the intersection of the Ridge Road then diagonally northeast to the intersection of Route 201 and Bray Avenue, then north of this intersection to the Kennebec River. (The Kennebec River being the easterly boundary of the above two ineligible areas.)

Winslow and Benton--The area on the River Road south of the railroad track crossing, then diagonally southeasterly to the intersection of Route 100 (139) and the road with the new Benton Elementary School, then diagonally southwesterly ,to the intersection of Benton Ave and the Haywood Road, then diagonally across Clinton Avenue (thus making both sides of Benton Avenue ineligible but both sides of the Haywood Road eligible), to the Sebasticook River, south along the Sebasticook River to the stream the crosses the Garland Road, then along the stream to the China Road, and the Bassett Road, then along a westerly line across the Cushman Road and the Augusta Road (Route 201) to the Kennebec River.

Penobscot County

Bangor--All of Bangor except for Church Road, Pushaw Road, and Essex Street beyond the Burleigh Road is ineligible.

Veazie and Brewer--All areas are ineligible.

Hampden--All areas are ineligible except on the Kennebec Road and Route 9 beyond the Mayo Road.

Orrington--The area along Route 15 south to the Snows Corner Road is ineligible.

Hermon--All areas are ineligible except on the Main Road and the Coldbrook Road beyond the railroad tracts on both roads.

Holden--The area along Route 1A to the Copeland Hill Road is ineligible.

York County

Biddeford, Saco, and Old Orchard Beach--All the area on the easterly (ocean) side of the Maine Turnpike is ineligible. The area in Saco extending from the Maine Turnpike along Route 112 in a Northwesterly direction to utility pole I J103 and from the intersection of Route 112 and the Jenkins Road northerly on the Jenkins Road to utility pole # J43.

Berwick--The section of Berwick enclosed by lines from the utility pole # 42 on Rochester Street to a utility pole # 73 on - the Ridlon Road to utility pole # 49 on Cranberry Meadow Road and continuing in a straight line to a point where a line drawn at right angle intersects the Durant Road at utility pole # 16 to a utility pole # 113 on Blackberry Hill Road to utility pole # 68 on Route 236 and then by the stream to the Salmon Falls River.

Kittery and Eliot--All of Kittery is ineligible. The area of Eliot bordering the Piscataqua River and starting at the point where the power transmission line intersects the Kittery/Eliot town line and following the transmission line to where it crosses Beech Ridge Road and then by a straight line to utility pole # 185/35 on Route 103 and then by Stacy Creek to the Piscataqua River.
