HAC Builds the Capacity of Local Organizations
HAC has designs and implements special technical assistance initiatives, often with the financial support of federal agencies and major foundations to help build the capacity of rural nonprofits. Current and recent initiatives include:
RCDI. The Rural Community Development Initiative (RCDI) in partnership with the U.S. Department of Agriculture helps nonprofit community-based development organizations and low-income communities improve their ability to develop rural housing and community facilities, and to improve economic growth. RCDI assistance includes training grants and pass-through funds for operating costs, staff support, and equipment purchase. HAC is participating in four rounds of RCDI. HAC contributes a 1:1 match to this initiative with support from the Ford, Fannie Mae, Hearst and Heron foundations. HAC has made capacity grants under this program totaling over $1,000,000 to 110 groups.
RCBI. The Rural Capacity-Building Initiative (RCBI) in partnership with the U.S. Department of Housing and Urban Development and The Enterprise Foundation builds the capacity of selected nonprofits providing affordable housing and economic development in rural America. RCBI assistance includes training grants and pass-through funds for operating costs, staff support, and equipment purchase. HAC has participated in five rounds of RCBI, contributing varying levels of match to this program. HAC has made capacity grants under this program totaling over $1,750,000 to 141 groups.

CHDO Program. This project builds the capacity of selected nonprofit Community Housing Development Organizations (CHDOs) to develop affordable housing with support from the U.S. Department of Housing and Urban Development. Participating CHDOs are provided technical assistance, training, and networking opportunities. HAC is currently engaged in administering its fourth round of the CHDO Program. HAC has made capacity grants under this program totaling over $1,000,000 to 110 groups.
IDA. Individual Development Account (IDA) participants are encouraged to save towards the purchase or repair of a home through a matching grant incentive. HAC organized a pilot IDA program in the colonias sponsored by funding through the U.S. Department of Housing and Urban Development. Two local partners, Azteca Community Loan Fund, TX, and Tierra Del Sol, NM, have received administrative funding totaling $120,000 to help defray the costs of creating and administering the pilot colonias IDA program. In addition HAC has contributed $90,000 in match funds for persons participating in this program.
