May 7, 2009 - APPLYING FOR HUD RURAL HOUSING AND ECONOMIC DEVELOPMENT (RHED) IN 2009 held as an online web training.

HAC hosted this audio-web conference call to provide local practitioners with the information they need to successfully apply for RHED program funds. HAC presented information on:

  • Application Criteria;
  • Eligible Applicants and Activities;
  • Rating Factors;
  • Leveragin

March 31 - April 2, 2009: Tax Credit Compliance Systems and Managing Compliance in LIHTC Properties with HOME Funding will be held in Macon, Georgia.

The Housing Assistance Council and the US Department of Housing and Urban Development, Atlanta Regional Office invite you to participate in the workshop Tax Credit Compliance Systems and Managing Compliance in LIHTC Properties with HOME Funding. This training will assist CHDOs meet the compliance requirements of LIHTC and HOME funded rental housing projects in the State of Georgia.

August 12-13 - Building Rural Communities through CHDOs - Building HOME for CHDOs and Nonprofits and Fitting the "Pieces Together will be held in Milwaukee, Wisconsin.

Building HOME for CHDOs and Nonprofits
Building HOME provides an overview and a comprehensive introduction to the HOME Program, including changes made since publication of the HOME final rule in 1996. Participants will learn the HOME Program requirements and eligible CHDO activities, including homebuyer and rental housing activities. Participants will learn that HOME funds may provide CHDOs with money to develop affordable housing, loans for predevelopment costs, and to provide operating money to cover costs associated with developing affordable housing. Through short lectures, exercises, and discussions within the group and with instructors, participants will learn how to use the HOME Program to fund eligible affordable housing activities. Participants will also learn the differences between a subrecipient and a CHDO, and the requirements to become a CHDO.

Fitting the Pieces Together
Effective homebuyer programs providing direct assistance to homebuyers can be designed as win-win partnerships with the private sector, in order to best meet the needs of the HOME-assisted buyer. This seminar will review how lending is conducted in the private sector, including loan origination, loan underwriting, the secondary mortgage market, and loan servicing. It will examine HOME program requirements and identify ways to build effective working relationships with lenders.

August 5-6: Building Rural Communities through CHDOs - Single Family Housing Development and Advanced Financial Management, will be held in Boise, ID.

Single-Family Housing Development
This workshop will provide participants with important information on financing and developing affordable single-family housing. Participants will examine the overall assumptions, risks, procedures, financial considerations, site planning, construction, and development issues inherent to affordable single-family housing development. Equally important to a successfully designed and implemented program is the homebuyer preparation process. This program will cover the issues related to designing and marketing a product that leads to eligible and pre-qualified homebuyer pools.

Advanced Financial Management
This workshop is specially designed for experienced staff - typically those who have successfully completed some form of introductory financial management training - with accounting and financial management responsibilities for rural Community Housing Development Organizations (CHDOs) and other housing development agencies. Participants will gain a greater understanding of financial policies and procedures, cost allocation, cash flow management, ratio analysis, and financial management strategy. The training builds upon HAC's Sharpening Your Skills: Financial Management for Rural CHDOs training.

July 7-9, 2009 - On Solid Ground: Tools and Tactics for Managing your Construction Program will be held in Kansas City, Missouri.

**This training is only available for CHDOs and Potential CHDOs in Kansas or Missouri.

This three-day construction management course combines general management topics, with technical aspects of construction to help administrators of construction programs meet the varied demands of their jobs. This course is particularly relevant to managers of housing development programs funded with federal HOME grant dollars.

June 25, 2009 - Building Rural Communities through CHDOs - Becoming a High Performing CHDO will be held in Colorado Springs, Colorado.

This training will help CHDO staff navigate their way to success in a changing environment that is placing increasing pressure to perform in the HOME program. It will also assist potential CHDOs to understand the environment in which they will be operating and the expectations that accompany the CHDO designation.

June 23, 2009 - Building Rural Communities through CHDOs - Determining Income and Allowances for the HOME Program will be held in Robinsonville, Mississippi.

A fundamental component of using HOME funds effectively is ensuring that they are targeted to households that are eligible for assistance. HOME Program rules require using one of three definitions for annual income to determine applicants' eligibility. This seminar will review the three definitions of income and provide guidance on how to ensure eligible households are being targeted.

June 9-10, 2009 - Housing Rehabilitation for Homeownership will be held in Forrest City, Arkansas.

The Housing Assistance Council and the US Department of Housing and Urban Development, Little Rock Field Office invite you to participate in Housing Rehabilitation for Homeownership. This workshop is designed to increase the capacity of CHDOs and potential CHDOs to acquire and rehabilitate home buyer housing using the HOME program. This training will focus on the key aspects of Housing Rehabilitation for Homeownership, including;

  • Assessing the capacity of your organization to undertake these types of activities
  • Designing an effective housing rehabilitation for homeownership  program in rural communities
  • Using the HOME program to finance your acquisition and rehabilitation activities
  • Tailoring marketing strategies to qualified populations
  • Assisting families to acquire permanent mortgages
